Colorado City officials held as witnesses

COLORADO CITY - The assistant post master of the Hildale-Colorado City Post Office and a police officer with the Colorado City Marshal's office are being held as material witnesses following a court appearance on Friday.

Police officer Mica Barlow, 36, and postal employee James Allred, 58, are being held at a private prison facility in Florence, Ariz., said U.S. Deputy Marshal Ray Kondo of the Phoenix office.

"All I can say is the two came in on their own for court and now they are being held," Kondo said Tuesday afternoon. Barlow has also been employed by the towns of Virgin and Springdale as a part-time police officer for several years.

Kurt Wright, police chief for both Virgin and Springdale, said Barlow has not been on duty for several weeks and didn't know about Barlow's incarceration.

"I have not spoken with Mica for several weeks now and at this point, can't make any further comment about the situation," Wright said.

Attempts to reach Colorado City Police Chief Fred Barlow and Mayor pro tem Terrill Johnson Tuesday night were unsuccessful.

Barlow did give a monthly report during the council meeting Monday night but did not mention that he was down an officer.

Private investigator Sam Brower said James Allred is the father of Nathaniel Steed Allred, who was arrested in October in Pueblo, Colo., with Seth Steed Jeffs.

Jeffs and Allred were charged with prostitution and solicitation for prostitution after Allred told a deputy that Jeffs had hired him for sexual companionship and was paid $5,000 for his services.

Seth Jeffs is the younger brother of Warren Jeffs, a federal fugitive who was charged with two first-degree felony counts of rape as an accomplice by the Washington County Attorney's Office last week.

Brower said another son of James Allred is David Allred who purchased property in Mancos, Colo., Pringle, S.D. and in Eldorado, Tex., all under the guise of building hunting retreats.
